The defense spending is a sly way of adding in The War costs without calling it what it really is. BTW, much of the burden of this conflict has gone to the reserves and guardsmen, and not the Army, per se. Reserves and Guardsmen are paid less. And to make this sweeter, Medicaid and food subsidies are being cut, as well as community policing (ironically, part of HomeLand security consoilidation was to provide funding and training for community police).

What will you do when JKR finishes her series?

Cry that she killed Snape off, and then move on.
